江苏大学是2001 年 8 月经教育部批准，由原江苏理工大学、镇江医学院、镇江师范专科学校合并组建的重点综合性大学。学校于1978 年被国务院确定为全国 88 所重点大学之一；是全国首批具有博士、硕士、学士学位授予权的高校。江苏大学是江苏省人民政府和农业农村部共建高校、首批江苏省高水平大学建设高校、全国本科教学

Jiangsu University is a key comprehensive university founded in August 2001 bymerging the former Jiangsu University of Science and Technology, Zhenjiang Medical College and Zhenjiang Teachers’College with the approval ofthe Ministry ofEducation. Early in 1978, it was ranked by the State Council of China among the top 88 key universities inChina and became one of thefirst institutions of higher learning in China entitled to conferring a bachelor’s,a master’s and a doctor’s degree. With a persistenteffort to promote development, Jiangsu University has been constantly raising hercapability of scientific and technological

innovation and social services. Since the initiation of the “13rd Five-year Plan”, the University has won 524projects fundedby the National Science Foundation of China (ranking among the top 50 universities in 6 consecutive years), and 50 projects funded by theNational Social Science Foundation of China. So far, the University haswon 13 national awards for scientific and technological achievements. We boast 2 national key disciplines, 1 national key discipline (under cultivation), 10 priority disciplines of Jiangsu colleges and universities, and 7 Jiangsu key first-category disciplines under “the 13thFive-year Plan”. We boast 14 first-category doctoral disciplines, 13 centers for post-doctoral studies,such national platforms for sci-tech innovation as Research Center for Pumps and Systems Engineering & Technology, National-Local Government Joint Engineering Center for Hybrid Power Vehicles, and Instituteof New Rural Development, as well as National Training Base for Intellectual Property(Jiangsu).

Jiangsu University holds fast to the strategy of going global and has been constantly enhancing the level of international cooperationand exchanges. We have established a long-term cooperative relationship with 154 colleges and universities and research institutions from 34 countries and areasincluding the United States, the United Kingdom,

Germany, Austria, Australia and Japan. As the first round Jiangsu chair & permanent secretariat, we successfully organized the Founding Conference of Jiangsu-UK High-level Universities “20+20” Alliance & the International Forum for Industry-University-Institute Cooperation. A joint communique termed “Jiangsu Declaration” was promulgated at the conference and forum that had attracted 23 high-level colleges and universities from Jiangsu and 16 from the UK. We took the initiative to organize the International Alliance of Agricultural Engineering Universities by gathering 34 colleges and universities from 18 countries and areas including China, the US, the UK, and France. Jiangsu University was elected president memberof the Alliance at the founding conference.

江苏大学第八届海外高层次人才论坛旨在搭建一个远程学术交流平台，通过专题报告、人才洽谈、实地学术交流等形式，促进学科融合与国际合作，为建成“高水平、有特色、国际化、研究型”大学汇智聚力，全面推进“双一流”及江苏高水平大学建设。
The 8thJiangsu University Forum for High-level Overseas Talents is aimed at creating an online platform for the excellentoverseas talents to conduct academic exchanges via lectures, recruitment negotiations,offline academic exchanges on campus, etc., to promote the integration of disciplines and international cooperation for the construction of Jiangsu University into a “high-level, research-oriented international university with distinctive features”, and to comprehensively advance the construction ofJiangsu University into a “Double First-class University” and the construction of high-level universities sponsored by Jiangsu province.

三、报名条件
III. Qualifications
海外优秀博士/博士后（排名前 200 强高校优先）、海外知名高 校助理教授（相当职务）及以上高层次人才。
An outstanding overseas PhD/postdoctoral research fellow (with priority to an applicant from Top 200 colleges & universities in the world), or an assistant professor (or the equivalent) or above in a renowned overseas college or university.

申请人填写《江苏大学第八届海外高层次人才论坛报名表》《江苏大学第八届海外高层次人才论坛汇总表》，上报相关学院，学院组织面试考核，并将通过考核的人员汇总后报送人事处，学校组织评审，确定参与线上交流名单。
An applicantshall fill in “Registration Formof the 8th Jiangsu University Forum for High-level Overseas Talents” and “Summary Sheet of the 8th Jiangsu University Forum for High-level Overseas Talents”,which will be submitted to a related school or college that will arrange for an interview assessment, and those passing the assessment shall be submitted in a summary form tothe Human Resources Office of Jiangsu University. Those applicantspassing the final review of the University
will beincluded inthe List of Talents for Online Forum.

论坛流程：①申请人向相关学院申请→②学院组织面试考核并报人事处→③学校组织评审确定参与名单→④参加远程线上交流→⑤学校确定邀请实地学术交流人员名单并发送邀请函
Application procedures: ①An applicant files the application to a related school or college→②The related school orcollege arranges for an interview assessment and submits the dataof applicants to the Human Resources Office→③The University appoints a reviewing committee to decide on the list foronline communication→④Theapplicants on the list participates in online forum→⑤The University decides on the applicants to be invited for academic exchanges on campus and sends a letter of invitation to him or her.
五、 支持措施
V. Supporting Policies
1.报销差旅费：凡参加本次论坛并获邀实地学术交流的人才（以下简称“受邀人才”），学校报销一次 2020 年度内来江苏大学学术交流的往返机票（经济舱）等合理差旅费用。报销限额为：欧美等地1.4万元/人，亚洲国家 1 万元/人，港澳台地区 0.5 万元/人。
1.Travel reimbursement: The University will provide the talents invited for academic exchanges on campus (hereinafter referred to as “invited talents”) with the reimbursement for reasonable travelexpenses that cover round-trip air tickets (economy class) for their visit to Jiangsu University for academic exchanges within the year of 2020. The maximum sum of reimbursementis: RMB 14,000/person for talents from Europe and America, RMB 10,000/person for talents from Asian countries, and RMB 5,000/person for talents from China’s Hong Kong,Macao & Taiwan.

2.受邀人才优先推荐申报江苏省“双创计划”。对入选的双创人才，三年内省级财政给予总共 500 万元、300 万元、100 万元、50 万元的创新创业资金资助；对入选的双创团队，三年内省级财政给予总共 300万元—800 万元的人才经费资助；对入选的双创博士，两年内省级财政给予总共 15 万元的创新创业资金资助。
2. The invited talents shall be given prioritized recommendation inapplying for Jiangsu Innovative and Entrepreneurial TalentsProject. A selected talent each shall be offered an innovative and entrepreneurial grant that will add up to RMB 500,000, RMB 1,000,000, RMB3,000,000 or RMB 5,000,000, respectively, in three years to come. A selected innovative and entrepreneurial team shall be offered a talent grant totaling from RMB 3,000,000 to RMB 8,000,000 within three years by the Finance Department of Jiangsu Province. A selected innovativeand entrepreneurial PhD shall be offered an innovative and entrepreneurial grant totaling RMB 150,000 withintwo years by the Finance Department of Jiangsu Province.
3.受邀人才优先推荐申报“江苏特聘教授”。若获批，三年聘期内，省级财政给予每人每年 12 万元的岗位津贴（免征个人所得税），对自然科学类、人文社会科学类分别提供 100 万元（特别优秀的提供200 万元）、50 万元的科研经费。
3. An invited talent shall be given prioritized recommendation in applying for the title of “Jiangsu Distinguished Professors”.The title winner shall be granted an annual job subsidy of RMB120,000(exempted from individual income tax) within three years by the Finance Department of Jiangsu Province. A talent of natural sciences shall be granted a researchfund ofRMB1,000,000 (The maximum grant is RMB2,000,000 for an exceptional talent), and a talent of social sciences shall be given a research fund of RMB 500,000.

4.受邀人才优先推荐申报镇江市“校地合作引才”项目（最高资助 100 万元）；“金山英才”计划（最高资助 1000 万元）等人才项目。
4. An invited talent shall be given prioritized recommendation in applying for talent projects like “University-Local Government Cooperation Project” (The maximum grant is RMB 1,000,000), and “Jinshan Talents Program” (The maximum grant is RMB10,000,000).
六、海外引才待遇
VI. Preferential Policies & Treatment for Overseas Talents
为实现“高水平、有特色、国际化、研究型”大学建设的战略目标，我校制定了“金山学者计划”，海外人才引进待遇主要如下：
In order to attain the strategic objective of “building a high-level,research-oriented international university with distinctive features”,Jiangsu University puts forward “Jinshan Scholars Program”. The main treatment for overseas talents is as follows:
1. 发达国家外籍院士。
（1）特别支持，一事一议
（2）住房：提供 300 平米左右别墅一栋、安家费 100万元
1.A foreign academicianof a developed country.
(1) We have special support and a case-by-case arrangement forthe recruitment of talents of this category.
(2)Housing: We will provide a detached villa about 300 square meters and a family allowance of RMB 1,000,000.
2. 在世界排名前 300 位的海外高校取得 （ 终身） ） 教授或相当职位 ；或在世界排名前 200 位的海外高校取得 （ 终身） ） 副教授以上职位或相当职位；或在本学科领域取得杰出成就并具有崇高的国际学术地位 。上 原则上 50 周岁以下 ， 学校学科发展急需的人才可延至 55 周岁以下 。

（1）住房：提供 130 平米左右产权住房一套，或提供购房补贴130 万元
（2）科研经费：自然科学类 500 万元以上、人文社科类 120 万元以上
2. A (tenured) professor or equivalent of an overseas college or university ranking Top300 internationally; or a (tenured) associate professor or an equivalent of an overseas college or university ranking Top 200 internationally; or a talent achieving outstanding achievements in the fieldof his or her own subject and having a lofty international academic status. The recruited talents shall be in principle under 50 years of age. A talent much needed for the discipline development ofthe University may be under 55 years of age.
(1) Housing: A house about 130 square meters with property right,or a housing subsidy of RMB 1,300,000.
(2) Research Funds: More than RMB 5,000,000 for a talent of natural sciences, ormore than RMB 1,200,000 for a talent of humanities or social sciences.
3. 在世界排名前 300 位的海外高校取得 （ 终身 ） 副教授以上职位或相当职位； ； 或在本学科领域取得突出成就并具有较高的国际学术地上位。原则上 45 周岁以下。
（1）住房：提供 120 平米左右产权住房一套，或提供购房补贴110 万元
（2）科研经费：自然科学类 300 万元以上，人文社科类 80 万元以上
3. A (tenured) associate professor or above or an equivalent of an overseas college or university ranking Top 300 internationally; or

a talent achieving exceptional achievements in thefield of his or her own subject and having a high international academic status. The recruited talents shall be in principle under 45 years of age.
(1) Housing: A house about 120 square meters with property right,or a housing subsidy of RMB 1,100,000.
(2) Research Funds: More than RMB 3,000,000 for a talent of natural sciences, or more than RMB 800,000for a talent of humanities or social sciences.
4. 在世界排名前 前300 位的海外高校取得助理教授以上职位或相当有 职位，并具有 3 年以上海外科研工作经历；或在本学科领域取得显著成就并获得国际学术同行的高度认可。原则上 40 周岁以下。
（1）住房：提供购房补贴 90万元
（2）科研经费：自然科学类 100万元，人文社科类 40 万元
4. An assistant professor or above or an equivalentof an overseas college or university ranking Top 300 internationally with 3 years of overseas research work experiences; or a talent achieving remarkable achievements in the field of his or her own subject and having been highly recognized by international academic peers. The recruited talents shall be in principle under 40 years of age.
(1) Housing: A housing subsidy of RMB 900,000.
(2) Research Funds: RMB 1,000,000 for a talent of naturalsciences,or RMB 400,000 for a talent of humanitiesor social sciences.
5. 具有世界排名前 300 位的海外高校博士学位 ； 或具有 3 年以上海外博士后科研工作经历； ； 或在本学科领域国际顶级刊物发表一定数量的具有重要学术影响的论文，已取得标志性研究成果。原则上 35周岁以下。
（1）住房：提供购房补贴 50万元

（2）科研经费：自然科学类 40 万元，人文社科类 15万元
5. A PhD of an overseas college or university ranking Top 300 internationally, or a talent who (has) worked for more than 3 years in an overseas postdoctoral research station; or a talent whohas published a number of papers in his or her own academic field in top international periodicals and has achieved a landmark achievement in his or her own discipline. The recruited talents shall bein principle under 35 years of age.
(1) Housing: A housing subsidy of RMB500,000.
(2) Research Funds: RMB400,000 for a talent of natural sciences, or RMB150,000 for a talent of humanities or social sciences.
学校提供丰厚的薪酬，各岗位薪酬以协议签署时学校政策为准，符合政策要求的按事业编制引进。上述世界排名为泰晤士、USNEWS、
QS、ARWU 中的任一最新排名。
Jiangsu University offers generous salary, whichshall be based on the school policy at the time of signing the agreement. The recruited talents that will meet the requirements of related regulations of the Chinese government shall enjoy the status of public institution staff. The world rankings above refer to any of the latest rankings of Times,USNEWS, QS and ARWU.
